five years from being a net importer to being the largest manufacturing exporter in the world in several industries that we would consider capital
intensive. It is not low labor costs that are doing this. It is sources of financing and subsidies. I would say get somebody who is a China expert on your
board of advisers and have them advise you because once an economic sector that is wiped out it is wiped out forever."

Only timely U.S. government intervention on trade with China will forestall the demise of U.S. manufacturing. This is not
protectionism, but wise competitive policy in a global environment where market failures stave off the benefits from free
trade. As U.S. manufacturing jobs in paper and elsewhere evaporate, never to return, so do interlinked competencies in
other U.S. manufacturing sectors, including high-technology and green manufacturing. President Obama
must realize that
inaction too constitutes action, and with respect to trade with China, would be an irreversible, strategic mistake."

Chinese firms' prices may fluctuate abruptly as subsidies shift. Foreign firms should therefore retain some original supply
relationships until Chinese suppliers prove reliable over the medium term."
Usha Haley has testified on her research on Chinese subsidies to the Congressionally mandated US-China Economic and
Security Review Commission (Aril 4, 2006) and twice before the Committee on Ways and Means (February 15 and March 15, 2007),
including on the federal legislation, the Non-market Economy Trade Remedy Act. She has presented on her research on
Chinese subsidies before the US International Trade Commission (December 5, 2007, October 7, 2009 and June 28, 2010), US
Department of Commerce and US Trade Representative (October 7, 2009 and June 28, 2010).
Dr. Haley’s research generally focuses on the multinational corporation and international strategic management, especially
in Asian and Emerging Markets, including business-government relations, strategic decision-making, sanctions and subsidies.
She has more than 170 publications and presentations including 22 journal articles (in Harvard Business Review and Journal
of Management Studies among others), 35 book chapters and 6 books, 2 of which have been on international best-seller lists.
Her books include Multinational Corporations in Political Environments (reviewed in the Wall Street Journal and the Academy
of Management Review); The Chinese Tao of Business (reviewed in the Wall Street Journal as the only business book on Asia
to buy); New Asian Emperors (reviewed in the Economist as an “important study”); Strategic Management in the Asia Pacific;
and, Asian Post-Crisis Management. She is co-Editor-in-Chief of the new book series Multinational Investment and Business
for Imperial College Press (London, UK).
She serves or has served as a member of 6 corporate, non-profit and governmental strategic planning and advisory boards,
sits on 5 academic journal editorial boards, and has served over a dozen times as keynote speaker on China and Emerging
Markets. Her expertise has been profiled over 215 times in the international media including the New York Times, Wall
Street Journal, USA Today, Fortune, Investor’s Business Daily, San Francisco Chronicle, International Herald Tribune, CNN,
BusinessWeek, the Economist, Barron’s, Newsweek, Entrepreneur, PBS, CNBC, NPR and Voice of America.
In 2003, she received a Lifetime Achievement Award from the Literati Club (UK) and a panel of academics, businesspersons
and policy makers for contributions to understanding business in the Asia Pacific. She is listed in Who's Who in America,
Who's Who in The World, American Women, and etc.
In June 2008, her research on China was incorporated into US federal regulation. In October 2009, eight US senators
recommended her research on China for use in the US-China Joint Commission on Commerce and Trade, the major vehicle for
business and trade negotiation between the two countries. In July 2010, drawing on her research, 104 US Senators and
Representatives wrote a letter to President Obama recommending action on China trade.
Her PhD is from the Stern School of Business, New York University (co-majors Management and International Business) with
graduate studies from New York University (in Business Administration), the University of Wisconsin-Madison
(in Journalism), and the University of Illinois at Urbana-Champaign (in International Relations) as well as a Bachelor’s
degree from Elphinstone College, Bombay, India (in Politics).
